Todt: Budget cap alone will not be F1's saviour

FIA president Jean Todt has said the proposal to bring in a budget cap will not be enough on its own to control costs in Formula 1. The issue of team spending is a regular topic of conversation with many pushing for a budget cap to be introduced because it will also help level the playing field.
