Chester: Lotus development hurt by finances

– Lotus Technical Director Nick Chester says that development of the E23 Hybrid has been hindered by the squad's perilous financial situation across the course of the 2015 campaign.Lotus has struggled financially this year, culminating in the outfit being locked out of its hospitality unit throughout the Japanese Grand Prix weekend.While acknowledging that the E23 Hybrid marked an improvement on the team's 2014 challenger, the E22, Chester feels progress was stunted by a lack of resources."It has felt a lot more restrictive," said Chester, when asked how development in 2015 has been compared to previous efforts."In a normal year we'd bring quite a few major upgrades...
