Rosberg and Ricciardo escape red flag sanctions

Nico Rosberg and Daniel Ricciardo have both escaped penalties after they were deemed to have overtaken under red flag conditions during first free practice. Rosberg was found to have passed Daniil Kvyat, but the stewards took no further action as he "was travelling at a safe and reasonable speed throughout; that at the moment of the overtake, car 26 (Kvyat) pulled fully offline and slowed to as low as 38kph in what appeared to a very unusual manner, in an area of the track that was visibly completely clear.
